Public-Private Partnerships, Infrastructure and Transport

Investment in infrastructure and transport is central to the Sultanate’s efforts to diversify the economy and reduce dependence on hydrocarbon revenue. Significant expansion and improvements to airports, seaports, free-zones, and the road network have delivered a world-class infrastructure designed to position Oman as a global tourism, transport and logistics centre.

AMJ has a long history of advising on many of the most significant and complex infrastructure projects undertaken in Oman over the past 40 years. We advise sponsors, lenders, commercial banks, corporations, developers and governmental entities involved in the development and acquisition of large-scale projects in the transportation, energy and utilities, water, desalination and wastewater, industry and manufacturing, TMT, and tourism sectors.

The team has an outstanding track record of advising on the innovative public-private partnerships (PPPs), restructurings and privatisations of government entities that Oman has pioneered in the region including Al Manah Power Project, the first IPP in the Middle East. Our expertise combined with in-depth industry knowledge enables us to guide clients effectively through often complex regulatory requirements and public sector licensing regimes as well as to provide valuable pre-bid advice on all aspects of Oman’s applicable laws and policies. AMJ has advised on a ‘first of a kind’ privatisation project in the healthcare sector as the government seeks to replicate the success of PPP in the power and water sector. AMJ has also drafted the Sultanate’s PPP Law.

In addition to acting on behalf of clients developing and financing greenfield projects, our market-leading corporate, M&A, finance, commercial and disputes practices offer a fully- integrated service covering joint ventures, construction, tax, employment, refinancing or restructuring of existing assets.
